Will the PRIME MINISTER be pleased to state:

(a) the number of female employees in Government Service in rural and urban areas; and

(b) the ratio of male and female employees in the service?

ANSWER

Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)

(a) & (b): No data is maintained centrally regarding the number of female/male employees in Government service in rural & urban areas as sought in the question.

However, as per the Census of Central Government employees brought out by Directorate General of Employment & Training, Ministry of Labour, total number of employees in various Central Ministries/ Departments was 30,87,278 out of which 3,37,439 employees were women as on March, 2011. The ratio between men and women employees works out to be 9.15:1 as per the above Census. The publication of the report on the Census of Central Government employees has since been discontinued from 2011.

Subject: Rate of Dearness Allowance applicable w.e.f 1.1.2017 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales/grade pay as per 6th Central Pay commission

The undersigned is directed to refer to this Department’s O.M.of even No.dated 9th November, 2016 revising the rates of Dearness Allowance w.e.f 01.07.2016 in respect of employees of the Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 6th Central Pay Commission.

2. The rate of DA admissible to above categories of employees of Central Government and central Autonomous Bodies shall be enhanced from the existing rate of 132% to 136% w.e.f 1.1.2017

3. The provisions contained in paras 3,4 and 5 of this Ministry’s O.M.No.1(3)/2008-E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government Scales of Pay.

The undersigned is directed to refer to this Department’s O.M.of even No.dated 22nd April, 2016 revising the rates of Dearness Allowance w.e.f 01.01.2016 in respect of employees of the Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission.

2. The rate of DA admissible to above categories of employees of the Central Government and central Autonomous Bodies shall be enhanced from the existing rate of 245% to the revised rates as under:-

Scheme for Re-Skilling Ex-Servicemen

Re-settlement training courses are being conducted for retiring personnel of Armed Forces since more than four decades. A Memorandum of Understanding between Ministry of Defence and Ministry of Skill Development & Entrepreneurship has been signed on 13th July, 2015. Resettlement training of Directorate General Resettlement
(DGR) has now been linked to:

(i) National Skill Qualification Framework (NSQF) based skill training for Ex-servicemen.

(ii) Assessment and certification by National Skill Development Corporation (NSDC) – NSDC Certification will equip Ex-servicemen with required standards and better certification which would help them in securing suitable jobs in Government / Private sector.

(iii) Placement linked training – with NSQF skill based training and Common Norms, placement of trainees is expected to improve substantially.

Resettlement courses are being conducted in Government as well as private training institutes that are certified by NSDC.

55 private training institutes were engaged for skill training in Financial Year 2016-17.

There is no such proposal at present.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Ramsinh Rathwa in Lok Sabha today.

Dear Sir,

Sub: Non-payment of retirement benefits to the Running Staff retired on or after 01/01/2016-reg.

Complaints are being received quite frequently from the Zonal Railways that the Running Staff retired on or after 01/01/2016 have not yet been paid pensionary dues duly adding 55% to their 7th CPC Pay Matrix. It is further learnt that due to IPAS problems, almost on all the Zonal Railways, revised pensionary benefits have not been paid and the Administration has also not taken initiatives to solve the technical problem in co-ordination with the CRIS.

NFIR requests kind intervention in the matter so as to see that the retired Running Staff (from 01/01/2016 onwards) are paid retiral benefits duly reckoning 55% of pay as part of 7th CPC pay. Incidentally, Federation also conveys that all those retired Running Staff are entitled for pension arrears on revision of their present pension with the 55% addition of pay element.

NFIR, therefore, requests the Board (MS & FC) to take immediate action in resolving this issue in co-ordination with CRIS.

Action taken in the matter may kindly be advised to the Federation in due course.

REVISION OF ECHS RATES FOR EMPANELLED HOSPITALS, DIAGNOSTIC LABORATORIES AND IMAGING CENTRES, MUMBAI

1. Refer GOI MoD ID No 22A ($*)/2007/US/WE/D (Res) dt 19 Aug 2010.

2. CGHS rates were revised for all cities except Mumbai in 2014.

3. CGHS has vide its OM S-11011/222017/CGHS-HEC dt 03 Apr 2017 revised the rate of Mumbai from 2010 to Delhi 2014 rates as an interim measure.

4. Regional Centre ECHS Mumbai would disseminate the new rates to empanelled hospitals, diagnostic laboratories and imaging centres, SEMO’s Stn HQr’s & ECHS polyclinics.

5. The provedures and CGHS package rates of Delhi shall hereafter be treated as ECHS package rates for hospitals, diagnostic laboratories & imaging centres under Regional centre ECHS Mumbai and the rates would be applicable from the date of issue of this letter.

with reference to the above mentioned subject attention is drawn to the Office Memoranda Nos.S.11011/23/2009-CGHS D-II/Hospital Cell dt. 15.11.2010 and S.11011/23/2009-CGHS D-II/Hospital Cell (Part-I) dt. 11.04.2011 vide which CGHS package rates have been prescribed for empanelled hospitals, diagnostic laboratories and imaging centres under CGHS, Mumbai and to state that it has now been decided by competent authority to revise the CGHS package for empanelled HCOs under CGHS, Mumbai as per 2014 CGHS rates of Delhi as an interim measure, till further orders.

A list of the procedures and package rates of CGHS Delhi, which shall hereafter be treated as CGHS package rates for hospitals, diagnostic laboratories and imaging centres empanelled under CGHS, Mumbai is enclosed.

Subject: Pay fixation of SCS/Non-SCS officers promoted to IAS subsequent to the implementation of 7th CPC recommendations – reg.

Sir/ Madam

In accordance with the provisions contained in schedule I of the Indian Administrative Service (Pay) Rules, 2016. the initial pay of a promoted officer or an officer appointed by selection, as the case may be, shall be fixed after grant of an increment at the stage of the senior scale next above his actual pay provided that if such stage of pay happens to be common to different components of the senior scale, pay shall be fixed in the lower or the lowest component, as the case may be, of the senior scale.

2. The Rule 5(6) of IAS (Pay) Rules, 2016 provides for the fixation of pay of a member of service on promotion to selection Grade (Level-13) of Pay Matrix by adding one increment in the Level-12 of the pay Matrix and two additional increments in the Level 13 to which he is promoted Rule 5 (5) of IAS (Pay) Rules, 2016 provides that the pay of a member of the service in the senior Time Scale shall, on promotion to the Junior Administrative Grade, be fixed in Level 12 of the Pay Matrix.

3. Subsequent to the implementation of 7th CPC recommendations, queries have been raised by various State Governments on the following issues:

(a) Regulation of increments on actual promotion of officers to JAG/Selection Grade when pay was fixed initially in PB-4 (GP 8700) to protect the pay drawn in the state civil service.

(b) Fixation of pay officers who were promoted to IAS in Senior Time Scale/Junior Administrative Grade after 01.01.2016.

4. In this regard, it is clarified in respect of para 3(a) and in view of the extant provision of Rule 5(6) of IAS (PAY) Rules, 2016, the two additional increments due to Mos inducted into the IAS and on actual promotion to the selection grade/JAG cannot be denied due to pay being initially fixed in the selection grade/JAG. In such cases, the State Government may kindly ensure that the pay of these officers on actual promotion to JAG/Selection Grade are re-fixed (only for the purpose of fixing pay on promotion) at Level 11/12 of the Pay Matrix as per current pay drawn and given one increment in the Junior scale and thereafter two additional increments shall be allowed at the Level to which the officer has been promoted.

5. In respect of para 3(b), the initial pay of an officer inducted into the IAS shall be fixed in the respective level of the Senior Scale i.e Level 11,12 or 13 based on the year of allotment in the IAS. However, the pay drawn in the state civil services will be protected in the concerned Level. An illustration of pay fixation of an officer inducted in IAS is given below:

Mr.X who is drawing Pay at Rs.48920 (Rs.40220 (Pay in the pay band + Rs.8700 (GP) is inducted to IAS on 04.03.2016. He is allotted 2010 batch. The pay on induction to IAS would be fixed as under:

7. All the State Governments are requested to adhere/comply with the aforesaid instructions while fixing the pay of promoted IAS officers.

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.1.2017.

The undersigned is directed to refer to this Department’s OM No. 42/15/2016-P&PW(G) dated 16th Nov, 2016 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 2% to 4% w.e.f. 1.1.2017.

2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensloners/family pensioners (v) Pensioners who are in receipt of provisional pension.

3. These orders shall not be applicable on following categories
(i) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan who are lndian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance.

(ii) Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3 restored commuted portion of pension.

(iii) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1/10/2012-P&PW(E) dated 27.06.2013.

Separate orders will be issued in respect of the above categories.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CPL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No.1/3/2017-E.II(B) dated 30th March, 2017.

Non Resident Indians joined National Pension System

The Pension Fund Regulatory and Development Authority (Retirement Adviser) Regulations were notified in the year 2016. The objective of the Regulations is to provide a framework for eligibility of Retirement Advisers, their registration process, fees etc. of Retirement Advisers (RA) and to define the scope of work and responsibility of the Retirement Advisers to ensure orderly growth of pension sector

In order to expand the National Pension System (NPS) to NRIs, PFRDA has decided to amend the PFRDA (Retirement Adviser) Regulations, 2016 in order to facilitate RA to provide onboarding and advisory services to the NRIs.

Non Resident Indians (NRIs) between the ages of 18-60 years are eligible to join NPS on voluntary basis. NRIs have also been provided the online facility to open account under NPS besides the conventional mode of account opening through the Points-of-Presence (PoPs).

As on 30.03.2017, 2611 NRIs have subscribed to NPS, out of which 1401 NRIs have joined NPS during the financial year 2016-17.

This was stated by Shri Santosh Kumar Gangwar, Minister of State in the Ministry of Finance in written reply to a question in Lok Sabha today.
