Sub: Brief of the meeting held today with the Cabinet Secretary, Government of India

Today I met the Cabinet Secretary(Government of India) and raised the issues pertaining to National Pension System(NPS), Minimum Wage and Fitment Formula, “Very Good” benchmark for MACPS and non-holding of meetings of the National Council(JCM).

The Cabinet Secretary said that, he is aware of the problems of the Staff Side(JCM) from time to time and particularly to this issue and will definitely try to resolve them.

Particularly on the issue of National Pension System(NPS) he said that, the issue is under active consideration of the Government of India and we are trying to find out some solution to the problems arisen because of the NPS.

Sub:- Long pending issues of the Central Government Employees

Ref.: My earlier letter dated 30.06.2017

I have discussed the issues creating mental agony in the minds of the Central Government Employees many a times and once again want to draw your kind attention for resolution of many long pending demands of the Central Government Employees.

National Pension System(NPS) has been raised by the Staff Side(JCM) many a times, the committee set up by the Government of India for reviewing NPS has also submitted its report, but we are not aware about the outcome of the same. Staff Side(JCM) has been of the firm view that there must be “Guaranteed Pension” for the employees recruited on or after 01.01.2004, and in case of their death/permanent disablement, their families should get Pension as per Old Pension Scheme.

All the Central Government Employees are anxiously waiting for recommendations of the Government of India for increasing Minimum Wage and improving Fitment Formula and inordinate delay in this regard is creating lot of frustration amongst them.

It is, therefore, requested that, you may please intervene in the above-mentioned issues and the same should be resolved in an amicable manner to avoid mental agony of the Central Government Employees.

Sub: Extension of empanelment of already empanelled Health Care Organizations in all CGHS cities except Delhi/NCR.

With reference to above mentioned subject attention is drawn to OM dated 17.11.2014 and further OMs empanelling Health Care Organizations under CGHS outside Delhi/NCR till 16.08.2017. Now it has been decided to extend empanelment of all Health Care Organizations already empanelled under CGHS outside Delhi/NCR for a further period of three months w.e.f. 17.08.2017 till 16.11.2017 on same terms & conditions on which they are presently empanelled.

Self Printing Of CGHS Card From Its Portal

FOR TAKING SELF PRINTING OF CGHS CARD / UPDATING MOBILE NUMBER / UPDATING AADHAR NUMBER IN CGHS

Visit CGHS Portal www.cghs.nic.in

Under “Catalog Box” on Right side Click Beneficiary Login

  • Beneficiary sign in Screen will appear
  • Enter – Beneficiary ID number and Password and sign in
  • In case Beneficiary does not have a password or has forgotten it, then click on ‘Generate Password’
  • Card Holders details screen will appear
  • Enter Beneficiary ID , Date of Birth and Mobile Number (already registered Mobile no in CGHS database otherwise contact CMO I/C to update)
  • Click on register
  • “Password has been sent to card holders mobile number”
  • Now Enter Beneficiary ID number and Password and sign in.
  • Beneficiary details screen will appear
  • Click “ update Aadhar card number “
  • Enter Beneficiary Aadhaar No and click Save .
  • Same procedure for update of mobile no .
  • For self Printing
  • Click “Print Card” for the beneficiary whose card needs to be Printed
  • Enter the One Time Password (OTP) sent on registered Mobile No.
  • Click “Print CGHS Card “
  • Download or open the CGHS card in PDF format
  • Print the CGHS Card using print command

Wage Limit Enhanced From Rs.18000/ To Rs.24000/ Per Month

The existing wage limit for applicability of the Act has been enhanced from Rs.18000/- per month to Rs.24,000/- per month

New Delhi, the 28th August, 2017

S.O. 2806(E).—In exercise of the powers conferred by sub-section (6) of section 1 of the Payment of Wages Act, 1936 ( 4 of 1936), the Central Government, on the basis of figures of the Consumer Expenditure Survey published by the National Sample Survey Organization, hereby specifies rupees twenty four thousand per month as the wages under said sub-section (6).

BRIEF NOTE

Under sub-section (6) of section 1 of the Payment of Wages Act, 1936 the Central Government is empowered to enhance the wage-limit for applicability of the Act, after every five years, on the basis of the Index of Consumer Expenditure Survey brought out by the National Sample Survey Office of Ministry of Statistics Programme Implementation, by notification in the Office Gazette.

2. The existing wage limit for applicability of the Act has been enhanced from Rs.18000/- per month to Rs.24,000/- per month vide Gazette Notification S.O. No. 2806 (E) dated 28th August, 2017.

3. The Payment of Wages Act, 1936 has been amended by Payment of Wages (Amendment) Act, 2017 (w.e.f.28.12.2016) as under:

“6.All wages shall be paid in current coin or currency notes or by cheque or by crediting the wages in the bank account of the employee:

Provided that the appropriate Government may, by notification in the Official Gazette, specify the industrial or other establishment, the employer of which shall pay to every person employed in such industrial or other establishment, the wages only be cheque or by crediting the wages in his bank account.”
