OFFICE MEMORANDUM

Subject: 3rd Cadre Restructuring of Central Secretariat Service (CSS) - reg.

The undersigned is directed to say that the Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in April 2013. The Committee submitted its Report in December 2013. The report of the Committee has been approved by Government.
2. Following decisions have been taken:
i) Creation of posts as under:

(a) 150 posts in the grade of Deputy Secretary in the Central Secretariat-75 posts each for Central Secretariat Service (CSS) and Central Staffing Scheme (CSt.S); As a one-time measure, 75 posts recommended for Central Staffing Scheme may also be filled by CSS officers and these posts would revert to CStS in tranches - 35 and 40 each in consecutive select list period i.e. from, 01.07.2017 to 30.06.2018 and from 01.07.2018 to 30.06.2019.

(b) 232 posts in the grade of Under Secretary in CSS on Desk pattern;

(c) 463 posts in the grade of Section Officer in CSS on Desk pattern.

(ii) These posts recommended to be created represent only a ceiling which is considered sufficient for the next 10 years and would actually be operationalized on receipt of proposals from Departments and on their examination by a Committee of Joint Secretaries of DoPT and Department of Expenditure.

(iii) The posts created at Section Officer and Under Secretary levels are to be operated on Desk Pattern. Operating the posts on Desk Pattern does not require conventional sections and much supporting staff.
3. All Ministries/ Departments viz., the cadre units of CSS are requested to send their requirements of the posts in the above mentioned grades with full justification and with the approval of the concerned Minister- in- Charge to this Department positively by 3rd October, 2017.

4. On receipt of the proposal from the Ministries/ Departments, the matter will be examined by the Committee comprising of Joint Secretaries of DoPT and Department of Expenditure. Based on the recommendation of the Committee, further action will be taken by this Department for the opertionalization / allocation of the posts amongst the Cadre Units.

5. To ensure timely action, the Cadre Units are requested to furnish the requisite information expeditiously and within the stipulated time frame.

Sub. PAYMENT OF PRODUCTIVITY LINKED BONUS (PLB).

Sir,

It is to bring to your kind notice that Productivity linked bonus is required to be paid before Durga Puja. It is therefore requested to kindly cause action for making payment of bonus before Durga Puja.
It is also worth mentioning that an arbitrary cap of 60 days has been fixed for payment of PLB.
Now the business and revenue of Department is increasing every year.
Therefore kindly take necessary action to remove this cap and arrange to make payment of bonus which comes out real.

Sub: Payment on account of discontinued allowances - Daily officiating Allowance.

Consequent upon the decision taken by the government on the recommendations of the seventh central Pay commission, the President is pleased to decide that disbursement of all existing allowances which have not been specifically recommended for continuation in terms of the Ministry of Finance's Resolution dated 6th July, 2017 shall be discontinued from 1st July, 2017. since, the Daily officiating Allowance has not been specifically recommended for continuation in the said Resolution dated 6th July, 2017, it ceases to exist with effect from 1st July 2017.

2.lt shall be the responsibility of the Heads of the Department to ensure that no bill relating to disbursement in respect of Daily officiating Allowance is drawn by the Head of office/Drawing & Disbursing officers under their purview/jurisdiction. Pay and Accounts officers shall ensure that no payment is effected if any such bill relating to the disbursement of the discontinued allowance is submitted to them. If any such bills are received, they should be returned to the DDO and intimation thereof shall also be given to the Head of the Department and the chief controller of Accounts.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

IRCTC News – No right to claim seat on lower berth between 2200 and 0600 Hrs.

A person booked on side upper berth will not have any claim of seat on the lower berth between 2200 hours and 0600 hours.

Provision of sleeping accommodation in middle berths of 3-tier sleeper coaches- Amendment to para 652 of Indian Railway Commercial Manual, Volume-I

Correction no.25 to the Indian Railway Commercial Manual, Volume-I

Para 652 may be replaced as under:-

652. Sleeping accommodation for passengers booked in reserved class.

(a) Sleeping accommodation between 2200 hours and 0600 hours and sitting accommodation for the rest of the period is provided for the passengers in the reserved coaches having sleeping accommodation.

(b) On the side lower berths on which passengers have been booked under Reservation Against Cancellation (RAC), during the day time, sitting accommodation is also provided for those booked on the upper berth.

(c) A person booked on side upper berth will not have any claim of seat on the lower berth between 2200 hours and 0600 hours.

(d) Passengers are, however, requested to cooperate with sick, persons with disability and pregnant ladies in case they want to sleep beyond permissible time limits.

Subject: Online processing of GPF Final withdrawal/advance-DAD Estt.

The provisions for GPF withdrawals / advances have been liberalized by the Ministry of Personnel, PG & Pensions vide their OM No. 3 / 2 / 2017-P&PW (F) (ii) dated 07.03.2017(copy enclosed). Online GPF module has been implemented in the HQrs office through TULIP Module adhere to the time limit prescribed in the ibid OM dated 07.03.2017 for sanction and payment of withdrawal amount.

2.It is pertinent to mention that Government is giving maximum priority on the proposal to roll out the system in all the offices to implement centralized online GPF system for Central Government employees.

3.PROCEDURE

(a) The process for submission and processing online request for GPF Final Withdrawal/Advances by the individual are as under.


i. Go to tulip in Moziila Firefox on WAN (with specific URL for TULIP).

ii. Click on login.

iii. User will enter name and password provided by the office.

iv. After login, click DAD corner- DAD one GPF submission.

v. A page will open. Fill the requisite information and submit the request.

vi. After filling the information, PDF/scanned copy of latest CCO-9 & contingent bill may be uploaded online and same will be downloaded by the user (i.e. AN Pay Section). Wherever scanner is not available, hard copy of CCO-9 and Contingent bill are to be submitted, however, application for withdrawal/advance has to be through TULIP’ only.

(b) The audit section (i.e. DAD-Pay) will follow the following procedure of GPF Final Withdrawal/Advances through Tulip Module.

i. Online request will be received in Admin Pay Section Portal.

ii. Admin Pay Section will verify the details of online application and generate an office note with complete details i.e. (i) balance of GPF, (ii) reason for withdrawal/advance,(iii) amount of Withdrawal/Advance.

iii. The Office Note will be submitted alongwith downloaded copy of contingent bill to the Competent Authority for sanction and countersignature.

iv. After sanction, PM /Cheque Slip will be generated and payment will be processed through SBI CMP.

4.In view of the above, it is requested to start processing online request for GPF Final Withdrawal/Advance through TULIP Module and no manual application will be processed to avoid excess payment/double payment (one through online system another manual) at the credit of subscriber. In case of any difficulty faced in processing the GPF Final withdrawal/advance online through Tulip, the same may be taken up with IT & SDC Secunderabad for clarification/ guideline.

This has approval of Jt.CGDA(AN).

Cabinet approved 1% DA to CG Employees and Pensioners from July 2017

Cabinet approves release of additional 1% Dearness Allowance to Central Government employees and Dearness Relief to pensioners w.e.f. 01.07.2017

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for release of additional 1% Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners. It will be applicable from 01.07.2017.

The release of the additional instalment of DA represents an increase of 1% over the existing rate of 4% of the Basic Pay/Pension, to compensate for price rise. This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

The combined impact on the exchequer on account of both DA and DR would be Rs.3068.26 crore per annum and Rs.2045.50 crore in the financial year 2017-18 (for a period of 8 months from July, 2017 to February, 2018). This will benefit about 49.26 lakh Central Government employees and 61.17 lakh pensioners.
