MEMORANDUM

Sub: Seventh Central pay Commission’s recommendations — revision of pay scales — amendment or Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Department’s 0M or even number dated 9th August. 2016 the subject mentioned above wherein it was requested that as per the CCS (Revised pay) Rules, 2016 issued by Department or Expenditure vide Notification dated 25th July, 2016, consequential amendment in the existing Service Rules.’Rccruitment Rules shall be made by the Ministries/Departments by substituting the existing pay Band and Grade pay by the new pay “LEVEL in the PAY MATRIX” straightaway without making a reference 10 the Department of Personnel and Training Public Service Commission (UPSC).

2. Further, DoP&T vide of even number dated 16.02.2017 sought information with regard to implementation of 0M dated 09.08,2016. The issue is being monitored by higher authorities: however, so far this Department has nol received any information from Ministries/Departments even a lapse of over a year. It has been decided to hold a meeting, under the Championship or JS (E), with all Ministries/Departments on 04.01.2018 in Room No.190, North Block, New Delhi.

3. All Ministries/Departments are requested to furnish a status report regarding amendment Of Recruitment Rules in pursuance of DoP&T 0M dated 09/08/2016 in the annexure-Il enclosed herewith. The schedule or the meeting is aas per Annexure-I.

Total amount refund by IRCTC against E-Ticket in case of train late by more than three hours

Recently, Ministry of Railways have decided that the passenger can be paid full refund by IRCTC subject to fulfillment of the below conditions.

Confrimation of dela of train more tha three hours of the scheduled departure from the journey commencing station and actual time of departure of the train

Confirmation of passenger not traveled (from EDR system)

Filing of TDR upto actual departure of the train

In the Army, Navy and Air Force women are recruited in the officer cadre only. The number of women officers in the Indian Army (excluding Medical, Dental & Nursing Branch),the Indian Air Force (excluding Medical and Dental Branch) and  the Indian Navy recruited during the last three years, Service-wise, is as under:-

In 2011, the Government approved consideration of women Short Service Commission Officers (SSCOs) for grant of permanent commission along with men SSCOs in specific branches in the three services viz. Judge Advocate General (JAG), and Army Education Corps (AEC) of the Army and their corresponding branches in Navy and Air Force, Naval Constructor in Navy and Accounts Branch in Air Force.

In March 2016, approval has been accorded for induction of women Short Service Commission (SSC) officers as Pilots in Maritime Reconnaissance (MR) stream and in the Naval Armament Inspectorate (NAI) cadre.

In the Indian Air Force since 1993, women officers have been inducted in all branches and stream as Short Service Commissioned Officers except in the fighter stream. However, IAF has revised Short Service Commission scheme to induct women into the fighter stream on experimental basis for five years. The first batch of three women officers was commissioned in the fighter stream in June 18, 2016.

In addition, steps like increasing tenure of women officers and improving promotional prospects in Army have been taken to increase participation of women in the Army.

This information was given by Raksha Rajya Mantri Dr Subhash  Bhamre in a written reply to Shri Tiruchi Siva in Rajya Sabha today.

Vacant Post In Government Medical Colleges

Vacant Posts in Government Medical Colleges 

Health being a State subject, the responsibility for filling up of vacant posts in Government medical colleges is under the jurisdiction of respective State Governments. The data pertaining to vacant posts of Professor, Nurses and Technicians etc. in medical colleges of State Governments is not maintained centrally. 

However, the information regarding vacant posts in Central Government Institutions is at Annexure. To increase the availability of faculty in medical colleges in the country, Central Government has taken several steps. These include: 

i) The ratio of teachers to students has been revised from 1:1 to 1:2 for all MD/MS disciplines and 1:1 to 1:3 in subjects of Anaesthesiology, Forensic Medicine, Radiotherapy, Medical Oncology, Surgical Oncology and Psychiatry. Further, teacher: student ratio in public funded Government Medical Colleges for Professor has been increased from 1:2 to 1:3 in all clinical subjects and for Associate Professor from 1:1 to 1:2 if the Associate Professor is a unit head.

ii) DNB qualification has been recognized for appointment as faculty to take care of shortage of faculty.

iii) Enhancement of age limit for appointment/extension/re-employment against posts of teachers/dean/principal/ director in medical colleges from 65-70 years.

iv) Removal of embargo/rider imposed on foreign qualified PG Doctors from five English speaking nations i.e. US, UK, Canada, Australia and New Zealand in case of taking teaching profession. They are now allowed to take up the post of Assistant Professor in respective department.

v) Assured Career Progression Scheme for faculty of Central Government Institutions has been revised to make it more beneficial.

vi) Various allowances available to faculty like Non Practicing Allowance, Conveyance Allowance, Learning Resource Allowance, etc. have been enhanced considerably.

vii) The Central Government is implementing a Centrally Sponsored Scheme for increase of PG seats in Government Medical Colleges.
